Relevant income = gross minus a lump-sum deduction and 10% each for tax, statutory health and statutory pension (max 30%). Limits are state-specific.

Is this a guarantee?

No. The income calculation is simplified; states and cities apply additional allowances. Only the housing office gives the official result.

Can foreigners get a WBS?

Yes — residence and income decide, not nationality, as long as you live in Germany lawfully and not only temporarily.
